Basant 2026: Punjab announces registration fees for kite, string manufacturers

LAHORE: With the Punjab government granting conditional permission for Basant celebrations, the district administration has now announced the official rules and regulations for kite and string making, as well as kite flying associations.
It is pertinent to note here that the decision of the provincial government to celebrate the festival has been challenged in the Lahore High Court (LHC) over the past accidents related to kite flying. However, the Punjab government contends that with the new rules in place, Basant will be completely safe now.
In light of this, the registration process for those involved in kite and string making, as well as kite flying associations, has now begun.
REGISTRATION FEES AND FORMS
Kite and string makers will be required to pay a registration fee of Rs 1,000, while kite flying associations will have to pay a fee of Rs 5,000.
To complete the registration, kite and string makers must submit Form A, while kite flying associations need to submit Form C.
In addition, a Form B will be issued to all registered individuals and businesses, which will contain a QR code. This QR code will be displayed on kites, strings, and in shops. It is mandatory for registered individuals to display the Form B certificate prominently inside their shops.
These documentation and fee submissions can be carried out at the district government offices in the province.
KEY REGULATIONS FOR KITES AND STRINGS
The district administration has set clear guidelines for the size and materials used in kites and strings to ensure public safety:
- Kite Size: The maximum size of a kite will not exceed 40 inches.
- Gudda Size: The width of the gudda (kite frame) shall not be more than 30 inches.
- String Material: All strings must be made from cotton thread, and no more than nine strands are allowed.
- Kite Materials: Kites can be made using glue, plain colors, flour, and weak glass. (Sharp kites, tinder, metal wires, and chemicals are strictly prohibited).
- Additionally, pine will be the only allowed material for string, and the use of spinning wheels will be banned.
SAFETY MEASURES AND ENFORCEMENT
To maintain safety, the district administration has implemented several measures including strict enforcement of kite and string size, materials, and quality. Registered associations will assist in organising Basant celebrations under the supervision of the Deputy Commissioner. And most importantly, those found violating the registration process or failing to comply with the rules will face registration cancellation and legal action.
The district administration has also started preparing for the Basant festival, which will be held on February 7, 8, and 9. Authorities are working on creating a safer environment for kite flying and are ensuring that the necessary regulations are followed to prevent accidents during the celebrations.
